US places Nigeria on Special Watch List

The protection of religious freedom is a top Trump Administration foreign policy priority.  Persecution and discrimination on the basis of religion or belief exists in every region of the world.  The United States continues to work diligently to promote religious freedom and combat abuses.  These recent designations continue that important work.

On December 18, 2019, the Department of State re-designated Burma, China, Eritrea, Iran, North Korea, Pakistan, Saudi Arabia, Tajikistan, and Turkmenistan as Countries of Particular Concern under the International Religious Freedom Act of 1998 for having engaged in or tolerated “systematic, ongoing, [and] egregious violations of religious freedom.”

The Department renewed the placement of Comoros, Russia, and Uzbekistan on a Special Watch List (SWL) for governments that have engaged in or tolerated “severe violations of religious freedom,” and added Cuba, Nicaragua, Nigeria, and Sudan to this list.

Sudan was moved to the SWL due to significant steps taken by the civilian-led transitional government to address the previous regime’s “systematic, ongoing, and egregious violations of religious freedom.”  Finally, we designated al-Nusra Front, al-Qa’ida in the Arabian Peninsula, al-Qa’ida, al-Shabab, Boko Haram, the Houthis, ISIS, ISIS-Khorasan, and the Taliban as Entities of Particular Concern.

These designations underscore the United States’ commitment to protect those who seek to exercise their freedom of religion or belief.  We believe that everyone, everywhere, at all times, should have the right to live according to the dictates of their conscience.

We will continue to challenge state and non-state entities that seek to infringe upon those fundamental rights and to ensure they are held to account for their actions.

This month, the U.S. Government announced designations of 68 individuals and entities in nine countries for corruption and human rights abuses under the Global Magnitsky Act, among them four Burmese military leaders responsible for serious human rights abuses against the Rohingya Muslims and other religious and ethnic minorities.

In October, we placed visa restrictions on Chinese government and Communist Party officials who are believed to be responsible for, or complicit in, the detention or abuse of Uighurs, Kazakhs, or other members of Muslim minority groups in Xinjiang, China.

Our actions have been, and will continue to be, consistent with our position on religious freedom.  No country, entity, or individual should be able to persecute people of faith without accountability.  We have acted, and we will continue to do so.  

U.S. places Nigeria on ‘Special Watch List (SWL)’ of countries that tolerate religious persecution

The U.S. government has added Nigeria to a “Special Watch List (SWL)” of countries that have engaged in or tolerated “severe violations of religious freedom.”

“On December 18, 2019, the Department of State re-designated Burma, China, Eritrea, Iran, North Korea, Pakistan, Saudi Arabia, Tajikistan, and Turkmenistan as Countries of Particular Concern under the International Religious Freedom Act of 1998 for having engaged in or tolerated “systematic, ongoing, [and] egregious violations of religious freedom.”

USCIRF report

The 2018 report of the United States Commission for International Religious Freedom (USCIRF), which recommended Nigeria’s designation as a Country of Particular Concern (CPC), noted that religious freedom trended negatively in 2018.

“Religious freedom conditions in Nigeria trended negatively in 2018. The Nigerian government at the national and state levels continued to tolerate violence and discrimination on the basis of religion or belief, and suppressed the freedom to manifest religion or belief.”

The report added that “religious sectarian violence increased during the year, with Muslims and Christians attacked based on their religious and ethnic identity”

Another case cited is the violation of rights of Shi’a members of the Islamic Movement in Nigeria (IMN).

“The Nigerian military and government continued to violate the religious freedom and human rights of the Shi’a members of the Islamic Movement in Nigeria (IMN). IMN leader Sheikh Ibrahim Al Zak Zaky remained in detention”.

“However, in 12 Muslim-majority northern Nigerian states, federalism has allowed the adoption of Islamic Shari’ah law in the criminal codes. The Nigerian constitution also establishes the roles of customary law and Shari’ah courts for Islamic personal law, family”.

AUTHENTIC has reported on how the Nigerian government has continued to clamp down on Shiites with maximum force since 2015. Over 300 members of the Shiite IMN were killed in December 2015 for blocking a public road.

The leader of the IMN, Ibraheem El-Zakzaky, and his wife, Zeenah, have been detained since then for their alleged roles in the death of a soldier during the massacre. Nobody has been prosecuted for the mass murder of the Shiites by Nigerian soldiers.

Dozens of Shiites demanding the release of Mr El-Zakzaky and his wife have been killed since the 2015 incident.

The Nigerian government and the Kaduna State government have in the past accused the Shiites of disobeying constituted authority and not recognising the government.

The government also denied that it was tolerating or engaging in violations of religious freedom, saying crimes such as those occurring in the Middle-belt states of Benue and Plateau were more economic, between herders and farmers, than religious.

The government also said it was doing everything possible to tackle such crimes across the country.

Perhaps based on the clarifications by the government, the U.S. did not designate Nigeria a CPC but rather included the country in the lower level SWL.

Reactions

International human rights lawyer, Emmanuel Ogebe, in reaction to the development, highlighted the shortcomings of the USCIRF report saying it lacked accuracy and was not robust enough.

“We are happy to note that despite these shortcomings, the US government saw enough to escalate Nigeria’s designation to the penultimate Warning Watchlist. Nigeria is the most dangerous place in the world to be a Christian and it is high time this is recognized,” he said.

“With the atrocities committed by the Major Gen. Buhari in the 2019 reporting period including the elimination of Christians from top government positions and replacement with Muslims, such as Chief Justice Onnoghen amongst others, it is very likely that Nigeria will join the list of the global worst persecutors by next year,” Mr Ogebe said in a statement sent to AUTHENTIC on Friday.

The rights activist, however, urged President Muhammadu Buhari to be fair in his treatment of all Nigerians, something the presidency has always said Mr Buhari does.

In addition, U.S. Congressman Chris Smith welcomed the addition of Nigeria to the SWL.

Mr Smith, who had visited Nigeria to consult with stakeholders on religious freedom, promised that “We will pay particular attention to Nigeria and the deteriorating situation under the government of President Muhammadu Buhari in the year ahead.”

He added, “President Buhari must address the murderous attacks conducted by Fulani extremists on Christians in the Middle Belt and the oppression of Shia Muslims in Kaduna State.”

Congressman Smith stayed further, “I also call upon the State Department to monitor the actions of Miyetti Allah with regard to its complicity in attacks by Fulani extremists.”

 

US watchlist: Centre writes Trump, demands apology within 72 hours

The United States, US, President, Donald Trump has been asked to counter the religious right violation tag placed on Nigeria by US authorities.

The Centre for Social Justice, Equity and Transparency, CESJET, made this request in an open letter addressed to Trump on Sunday.

CESJET joined the Federal Government to rubbish the religious violation tag on Nigeria, especially as there is no tangible evidence that suggests that Nigeria is intolerant of religious organizations, and promoting violent extremism.

The Centre’s Executive Secretary, Comrade Ikpa Isaac, in the letter noted that the claim by the US authorities was watery considering the fact that the country’s constitution guarantees the freedom of association and the right to change/switch religions without any form of sanction or punishment.

The centre also demanded that an unreserved open apology be tendered to the Nigerian government and her citizens within a 72 hour period in the interest of peace and tranquillity.

The letter reads: “Dear Mr. President,

“Religious Intolerance and Extremism: The Islamic Movement of Nigeria, Boko Haram, should be held responsible.

“The Centre for Social Justice, Equity and Transparency (CESJET) is one of the prominent civil society organizations in Nigeria dedicated to the entrenchment of the freedom of expression, association of all Nigerians regardless of their social status, religious and ethnic affiliations.

“CESJET, as an organization, has also been at the vanguard of ensuring that government at all levels in Nigeria is accountable to the citizens by respecting the Letter and the Spirit of the Constitution of the Federal Republic of Nigeria.”

CESJET informed Trump that it was constrained to write the “Open Letter” in protest of the purported listing of Nigeria on the watch list of one of the countries promoting religious intolerance and extremism.

The group expressed “shock” as to how such conclusions were arrived at in the first instance without any tangible evidence that suggests that the Nigerian authorities are intolerant of religious organizations, and promoting violent extremism.

CESJET said: “Mr. President, the Constitution of the Federal Republic of Nigeria, guarantees the freedom of association by all, as well as the right to change/switch religions without any form of sanction or punishment. This much has been the order of the day as evident in the way and manner citizens of Nigeria freely practice religions of their choices.

“This is on the heels that Christianity and Islam have the most significant number of followers in Nigeria. Traditional religion has massive followers in Nigeria but not as organized as Muslims and Christians, and in most cases, they identify themselves with one of the two religions.

“Mr. President CESJET, as an organization, has, over the years, raised the alarm of how some terrorist organizations are hiding under the umbrella of religion to perpetrate violence in the country.

“Mr. President, it must also be stated that in Nigeria, these groups have continually used the umbrella of religion to unleash mayhem in the country. Such organizations are the Islamic Movement in Nigeria and the Jamā’at Ahl as-Sunnah lid-Da’wah wa’l-Jihād (Boko Haram). They have maimed and killed security operatives with impunity; they have also killed and abducted women and children and used the same for suicide and other demeaning endeavors against their wish.”

CESJET stated that Boko Haram terrorist group has, in many documented instances, kidnapped pastors and held them in captivity for several years. They have kidnapped schoolgirls and forced some of them to convert to Islam as against their wishes.

It also noted that the IMN has also carried on with impunity, running a parallel government in Nigeria by refusing to subject itself to the Constitution of the Federal Republic of Nigeria. They have engaged in acts inimical to the interest of others that do not share in their ideology.

“Mr. President, it must be stated that it is on record that in Nigeria, there are various institutions in place that ensures that the rights of citizens to practice and partake in religious activities of their choices and without any form of interference or disturbance. And CESJET can authoritatively confirm that there has been a continuous interface between government and civil society organizations in this regard.

“Mr. President, we are therefore constrained to state that the listing of Nigeria was done in poor taste and not a reflection of the realities on the ground. So much so that we are tempted to believe that members of the opposition in Nigeria might have infiltrated key officials of the American government under your watch to issue such a false report/classification.

“Mr. President, it must also be noted that Nigeria is amongst the countries in the world that embraces and encourages peaceful coexistence amongst all religions, including conservative, traditional believers.

“It is also on record that Nigeria has played host to prominent religious preachers all around the world for seminars, crusades, and other religious functions. And it is on record that there has never been a time where these religious preachers were denied the right to mingle with their religious faithful’s.

“Mr. President, we are consequently questioning the methodology used in arriving at the watch list because it is indeed not correct, and the direct opposite of what is the case in Nigeria. We as a result of this express reservations.

“Mr. President, you may wish to acknowledge the fact that the consequences of the report/classification would have adverse effects on the image of Nigeria before the international community and with the possibility of discouraging investors.

“This is also cognizant of the fact that if such half-truth is allowed to thrive; there is a likelihood for fake news merchants to embolden their trade and mislead members of the unsuspecting general public.

“Mr. President, the Centre for Social Justice, Equity, and Transparency is as a result of this demanding an immediate withdrawal of the statement/classification credited to the U.S. Secretary of State, Michael Pompeo, for lacking in objectivity and merit.

“We are also demanding that an unreserved open apology be tendered to the Nigerian government and her citizens within a 72hour period in the interest of peace and tranquility.

“Mr. President, we are consoled that you would use your good office to ensure that in the future, due diligence is adhered to on issues of sensitivity, at the risk of insulting the sensibilities of a people and a country.

“The Islamic Movement in Nigeria, as well as the Boko Haram terrorist group, is indeed responsible for religious violations in Nigeria, and this fact must be stated for all and sundry.

“While we anticipate a favourable response, please accept the assurances of our best regards.”

Religious right violations’ watch list: CAN, JNI, FG lock horns over US report

The Federal Government on Sunday faulted the United States for including Nigeria among countries that engaged in or tolerated violations of freedom of religion.

The Minister of Information, Alhaji Lai Mohammed, who said this in a statement in Abuja, described as misleading the US’ categorisation of Nigeria as a country engaging in violations of freedom of religion.

Mohammed stated this on Sunday just as the Christian Association of Nigeria and the umbrella body of Nigerian Muslims on Sunday, Jama’atu Nasril Islam, locked horns over the assessment of the US on religious freedom in Nigeria.

CAN, JNI  lock horns over report

The CAN spokesman, Pastor Bayo Oladeji, in a statement, said the US report on violations of religious freedom confirmed the fact that Christians had become endangered in Nigeria, but the JNI said the US should learn to respect other countries’ sovereignty.

The US, in a statement by its Secretary of State, Michael Pompeo, had on Friday placed Nigeria and six other countries on the watch list of countries, which had been violating freedom of religion. Other countries on the list are Comoros, Russia, Uzbekistan, Cuba, Nicaragua and Sudan.

The US also designated terrorist groups including al-Nusra Front, al-Qa’ida in the Arabian Peninsula, al-Qa’ida, al-Shabab, Boko Haram, the Houthis, ISIS, ISIS-Khorasan, and the Taliban as “entities of particular concern.”

US misled by failed, unpatriotic politicians – FG

But on Sunday,  the Federal Government said the US “fell for the antics of the discontented and the unpatriotic few, who will not hesitate to hang Nigeria out to dry on the altar of their inordinate ambition and their sheer animosity” towards the regime of the President, Major General Muhammdu Buhari (retd.).

In his statement,  the Minister of Information and Culture, Mohammed, said the US had been misled by deliberate efforts to give religious coloration to the farmers/herders clashes and, in particular, the Boko Haram insurgency in the North-East.

Nigerians enjoy unhindered freedom to practise their religions – FG

Mohammed said Nigerians enjoyed unfettered freedom to practise their religions.

He stated that failed politicians, including respected leaders, latched on to religion as their trump card, especially in the run-up to the last elections.

The minister said the Buhari regime  was  aware of how the  opposition, in particular, had spared no resources in deriving political capital from the various security challenges in the country

He said, “The deliberate effort to give religious coloration to the farmers/herders clashes and the Boko Haram insurgency, in particular, has undoubtedly helped to mislead the US into concluding that the government is doing little or nothing to guarantee religious freedom in the country.

“But, as we have always said, the farmers-herders clashes have nothing to do with religion,  but everything to do with environmental and socio-economic realities. The religious tag given to the clashes has no basis in fact, but is very convenient for those who will very easily give the dog a bad name just to hang it.

“The Boko Haram terrorists are extreme fanatics who do not subscribe to the tenets of any religion, in spite of their pretence to Islamic adherence.”

El-Zakzaky detention, purely a criminal matter – FG

On the detention of the leader of Islamic Movement of Nigeria, Ibraheem El-Zakzaky, which was referred to in the report,  he described it a “purely a criminal matter, which is being handled by a court of competent jurisdiction.”

Besides the Boko Haram insurgency,  the US report had cited the continued detention of the leader of the IMN; his wife, Zeenat and their followers by the Department of State Services and the police.

It had said, “Religious freedom conditions in Nigeria trended negatively in 2018. The Nigerian government at the national and state levels continued to tolerate violence and discrimination on the basis of religion or belief, and suppressed the freedom to manifest religion or belief.”

Nigerian Christians are endangered – CAN

Commenting on the report, CAN in the statement on Sunday by its spokesman said the designation of Nigeria by the US Department of State was an indication that the global community was aware of the situation in the country.

It noted that religious freedom in Nigeria remained poor, adding that the federal and state governments continued to tolerate discrimination on the basis of religion or belief, “and suppressed the freedom to manifest religion or belief.”

CAN  said, “We are not happy that our country is being listed among the nations where religious intolerance is one of their hallmarks but it gladdens our hearts that, at least, the global community is not unaware of the fact that Nigerian Christians are becoming endangered species in their fatherland.”

CAN said it had drawn the attention of the President, Major General Muhammadu Buhari (retd.), to the situation during several meetings “but instead of correcting the imbalance, one of his aides is fond of abusing and insulting the association using every unprintable word.”

Oladeji referred to a statement by the Chief Justice of Nigeria, Ibrahim Muhammad, a few days ago, where he called for an amendment to the constitution to accommodate more Sharia provisions.

The association noted, “If the government is sensitive to our yearnings and aspirations, how come no Christian is heading any of the three arms of government in the present dispensation? This is unprecedented in the history of this country since Independence.

“Is that one of the reasons why no Christian is worthy of occupying any of those sensitive positions? Another slap on our face is the composition of the National Security Council of the country in which 98 per cent of its members come from one part of the country and they are people of the same faith.”

CAN argued that there was evidence to prove that subtle Islamisation agenda and nepotism were real, noting that the key appointments made by Buhari since his re-election followed the same pattern.

The CAN spokesman also pointed out that Christians in Kaduna, Benue, Plateau, Adamawa  and Taraba states were being killed by Boko Haram terrorists and killer herdsmen “while the security agencies appear powerless, complacent and it seems as if the government of the day lacks the political will to deal with the criminals.”

Respect our sovereignty, JNI tells US

The Secretary General of the Sultan of Sokoto, Alhaji  Abubakar Sa’ad-led JNI, Dr Abubakar Khalid – Aliyu, warned the  US against dabbling into the internal affairs of Nigeria on the issue of religious right.

According to the JNI secretary, Nigeria is a sovereign nation and should be allowed to face her own internal problems.

He accused the US of being biased against the Muslim community, pointing out that the US never accorded  Muslims the opportunity always given to Christians.

Khalid – Aliyu said, “I think countries should be wary of the troubles they are facing in their own countries and learn  not to become the watch dog of other countries.

“It is important that discerning minds look at their internal problems and try to solve them and not poke nose into any purported, perceived issues that happened in other countries.

“It will be tantamount to a big contradiction when people dabble into the affairs of governance of other countries. All countries have their different laws. They have their different ways of governance.

“Islamophobia is being noticed throughout the world, especially in the United States, where Muslims, especially, the females are being mocked, sometimes pushed, drawn into humiliation and stigmatisation because of the hijab they wear. Why can’t they give the Muslims their own rights there if they think there are rights elsewhere that are not observed?

“And if you look at Boko Haram, they killed Muslims more (90.9%) than people of other religions and the records are there. These are serious problems which no discerning mind can just brush away.”

He also said, “There is the issue of the Shi’ites everywhere and it is only in Nigeria they feel they deserve this. There are sanctions all over the place for Shi’ites and Iran. In Nigeria, it is a different ball game?  People flouted the laws and the laws of the country found them guilty and you want to import somebody’s law into another country. I think our sovereignty should be respected. I think Nigeria has come of age and should be allowed to face her problems.

On CAN, he said, “I don’t think the Christian Association of Nigeria should do this insensitive type of clapping, because to them, whatever that is Islam is disdained. There is a need for people to bring about reason. Let us look at things from a proper perspective.”

I am unaware of  religious right violation in Nigeria – ACF secretary

The Secretary General of the apex northern socio-political association, the Arewa Consultative Forum,  Anthony Sani , described the US report as unfair. Sani, who spoke to one of our correspondents in Kaduna on Sunday, said he was unaware of the existence of violations of religious right in the country.

THE AMERICAN WATCH LIST AND BUHARI’S MEN

A few days ago the United States of America placed Nigeria on a Special Watch List (SWL) of countries that have engaged in or tolerated “severe violations of religious freedom”.

In his official reaction the Honorable Minister of Information of Nigeria, Mr. Lai Mohammed said, inter alia, that

“The United States have been misled by propaganda” and that the Americans were “sowing seeds of religious mistrust in Nigeria”.

If there was ever a misplaced, misguided, inelegant, impolite, inappropriate, unacceptable and wholly irresponsible response to a very serious issue from a senior Government official this is it. And in his characteristic manner Lai Mohammed has once again outdone himself with his dirty and habitual lies.

This is the same repugnant and ugly little creature that told us in 2014 that banning Boko Haram and labelling them terrorists was “unfair and unjust”. It is the same goat that once bleated to the nation that he had “never told a lie before” in his entire life.

Yet the truth is that Lai Mohammed is a pathological liar and a very sick man. Like satan, “he was a liar, the father of lies and a murderer from the start”. Lying comes natuarlly to him because that is his nature, that is his name and that is what he came to the world to do.

He and his master Buhari compliment each other very well. Both are heartless, deceptive, deceitful, callous, dangerous, mendacious, insensitive, self-serving and, worse of all, they have no fear of God.

It is trite to say that not only are the Americans right about the vicious and murderous persecution that Christians are faced with in parts of Nigeria but they are also right about their fears for Christians and religious persecution in our country. We as Nigerian Christians welcome their concern and I am glad to see that CAN has said so publicly.

Yet it doesn’t stop there and Lai is not alone in his brazen display of falsehood and perfidy. Others in the Federal Government have made as much of a fool of themselves on this matter as he has done.

For example on his own part, the village idiot of Aso Rock, Mr. Femi Adesina, the Special Advisor to President Buhari on Media and Publicity said,

“The United States itself has enough to chew solving its own problems not to talk of poke-nosing into that of another country. No man, no country, nobody has appointed them the Policeman of the world, let them face their own issues”.

Strong and predictable words yet why would anyone be surprised about such an obnoxious, shallow, specious and pernicious contribution from this certified dullard. After all this is the same man that said that we should either give up our land to the Fulani herdsmen or give up our lives.

He also said that Nigeria would have been a better place by now if Buhari’s military regime had remained in power in 1985. This was a regime that abducted, injected and crated its critics and opponents, like Umaru Dikko, on the streets of London, locked up many people indefinately in detention, passed legislation to jail people for criticising the Head of State and the Government even where the allegations were true, clamped down on the media by jailing journalists and executed people by applying the death penalty retroactively.

It matters not to him that thousands of Christians have been targetted and butchered all over the north over the last four years even though he claims to be a Christian himself.

On Christmas eve and Christmas day in 2016 alone no less than 800 defenceless Christian’s, including women and children, were slaughtered in their homes by Fulani herdsmen yet the Federal Government which Femi serves did not arrest or prosecute any of the perpetrators and terrorists but instead turned a blind eye to their inhuman and barbaric behaviour. And this has been the pattern since 2015!

One year ago, before the entire world, when Femi’s boss crawled and lobbied his way to the White House and President Donald Trump gave him a public warning before the entire world at a press conference at the White House to “stop the killing of Christians”, Femi Adesina and Buhari did not say that America is not the world’s policeman but instead smiled sheepishly, stood at attention, saluted with gusto and offered a very timid “yes sir, thank you sir!”.

Today it is a different story simply because they believe that they have sufficiently cowed the Nigerian people into accepting anything including the most barbarous atrocities.

What an unfolding tragedy this is and whether Femi and his boss like it or not the truth is slowly coming out. Only God knows where it will all end.

This brings me to a wider issue. As an Anago and a proud son of Oduduwa I am disgusted and disturbed that most of those that attempt to defend the indefensible actions and policies of Buhari are fellow Oduduwans and Anagos like Lai Mohammed, Femi Adesina and Yemi Osinbajo.

Vice President Yemi Osinbajo’s inglorious reaction to the suffering, mass murder, ethnic cleansing and genocide of Christian’s in northern Nigeria earlier this year was to run with his tail between his legs to Vice President Mike Pence of the United States and attempt to sell the lie that reports of such atrocities in Nigeria were “wildly exagerrated”.

This is tragic coming from a man that claims to be a Pastor, a Senior Advocate of Nigeria and a Professor of law and unfortunately for him his deceitful attempt to spin the lie and pervert the course of justice did not work. Pence, Trump and the United States of America were not fooled.

I am constrained to ask, whatever happened to the Anagos and sons and daughters of Oduduwa as a people that such certified dimwits, filthy garbage, servile quislings and gutless and incredulous characters are amongst those that are representing us at the Federal level. Surely we can do better than that!

Permit me to end this contribution with the words of my friend and brother and one of the most profound and respected men of God of our time, Prophet T.B. Joshua. He said,

“Evil is rampant everywhere in our society today. Unfortunately evil seems to prevail more than good. When you put love in your life, in your home, in your relationship, in the place of work and all around you, you drive out evil. Evil cannot stand love”.

How I wish that Buhari and his men could learn from this. How I wish they could see the light. How I wish they were believers. How I wish they knew the virtues and awesome power of love and recognised the futility of hate. How I wish they knew the Living God.

May the Lord deliver our nation from the hands of deceitful liars and evil and bloodthirsty men!
